The very exceptions to the prohibitions on work and commerce that Maryland allowed—for the sale of various sundries, the operation of amusement parks, and so forth—showed that the state intended to create, in his words, an “atmosphere of recreation, cheerfulness, repose and enjoyment.

Indeed, the purpose for shifting the whole world to universal time as its sole time would be to some extent frustrated by such readjustment; and the lesson of history seems to be that it does not often happen. We are, so to speak, situated between the sun and the Internet. Time—certainly the time of time zones and daylight saving—is not natural; it is a way of engaging with nature. 70 The issue is not fated; the decisions we make will matter. But in making these decisions, we need to keep clear what the time issue really is.
